Course Description

  • Aggregates Training / Certification

    Audience: Materials technicians, laboratory personnel, inspectors, and transportation professionals seeking training or certification in aggregate sampling and testing procedures used in transportation construction.

    Purpose: Develop the knowledge and competency required to perform aggregate sampling and testing procedures in accordance with HCMT Aggregate Certification requirements and Oklahoma Department of Transportation (ODOT) specifications.

    Workplace Application: Perform aggregate quality control and quality assurance testing, verify compliance with project specifications, produce accurate and defensible test results, and support material acceptance decisions for transportation construction projects.

    Key Skills/Topics: Sampling and sample reduction of coarse and fine aggregates; moisture content determination; wash loss testing and material passing the No. 200 sieve; sieve analysis of coarse and fine aggregates; chip seal wash loss testing using OHD L 48; test calculations and result reporting; and application of AASHTO R 90, T 11, T 27, T 76, T 255, and OHD L 48 procedures. Certification candidates must demonstrate proficiency through written and performance examinations, including required hand calculations.

  • Asphalt Materials Training / Certification

    Audience: Materials technicians, laboratory personnel, inspectors, and transportation professionals seeking training or certification in asphalt sampling, testing, and quality assurance procedures used in transportation construction.

    Purpose: Advance knowledge and practical skills required to perform asphalt materials sampling, testing, analysis, and calculations in accordance with HCMT Asphalt Certification requirements and Oklahoma Department of Transportation (ODOT) specifications.

    Workplace Application: Perform asphalt quality control and quality assurance testing, evaluate asphalt mixture properties, verify compliance with project specifications, generate accurate and defensible test results, and support asphalt production, construction, and material acceptance decisions on transportation projects.

    Key Skills/Topics: Sampling hot mix asphalt (HMA) and liquid asphalt cement; HMA sample reduction and splitting; coring freshly compacted asphalt pavements; in-place density testing using a nuclear gauge; asphalt binder content determination using an ignition oven; sieve analysis of asphalt mixtures; maximum specific gravity determination using the Rice test; sand equivalent testing; specimen compaction using a Superpave gyratory compactor; bulk specific gravity and unit weight determination using the vacuum sealing method; IDEAL-CT testing; test calculations and result reporting. Certification activities are based on AASHTO T 30, R 67, R 97, T 166, T 176, T 209, T 312, R 47; OHD L 5, L 14, L 26, L 45, L 65; ASTM D8225; and related testing procedures.

  • Concrete Materials Training / Certification

    Audience: Materials technicians, inspectors, laboratory personnel, and transportation professionals seeking training or certification in Portland cement concrete sampling, testing, and quality assurance procedures used in transportation construction.

    Purpose: Develop the knowledge and practical skills required to perform concrete sampling, testing, calculations, and evaluation procedures in accordance with HCMT Concrete Certification requirements and Oklahoma Department of Transportation (ODOT) specifications.

    Workplace Application: Perform concrete quality control and quality assurance testing, verify compliance with project specifications, generate accurate and defensible test results, and support acceptance decisions for Portland cement concrete used in highway and bridge construction.

    Key Skills/Topics: Sampling fresh Portland cement concrete; measurement of temperature, slump, unit weight, and air content using Type B pressure meters and volumetric air meters; fabrication, curing, and handling of concrete strength specimens; compressive strength testing of cylindrical specimens; calculation of unit weight, yield, relative yield, and cement content; calibration of Type B pressure air meters; test calculations and result reporting. Certification activities align with AASHTO R 60, T 22, R 100, T 119, T 121, T 152, T 196, and T 309, along with required laboratory and field procedures.

  • Materials Sampling & Testing Training / Certification

    Audience: Materials technicians, inspectors, laboratory personnel, and transportation professionals responsible for sampling, testing, and quality assurance activities involving aggregate, asphalt, concrete, and soils. Those seeking Training or Certification in the sampling and testing of aggregate, asphalt, concrete, and soils used in transportation construction.

    Purpose: Develop and validate foundational knowledge and practical skills required to perform representative sampling, field testing, laboratory testing, and quality control procedures for transportation construction materials in accordance with HCMT Material Sampler Certification requirements and Oklahoma Department of Transportation (ODOT) specifications.

    Workplace Application: Perform quality control and quality assurance sampling and testing activities, verify compliance with project specifications, generate accurate and defensible test results, and support material acceptance decisions for aggregate, asphalt, concrete, and soil construction materials used in transportation projects

    Key Skills/Topics: Random sampling procedures; aggregate sampling; in-place density testing of soils and asphalt pavements; sampling hot mix asphalt (HMA) and liquid asphalt cement; coring in-place asphalt pavements; sampling fresh concrete; measurement of concrete temperature, slump, unit weight, and air content using Type B pressure meters and volumetric air meters; fabrication and curing of concrete strength specimens; compressive strength testing of concrete cylinders; calculation of unit weight, yield, relative yield, and cement content; calibration of Type B pressure air meters; test calculations and result reporting.   • Soil Mechanics Training / Certification

    Audience: Materials technicians, inspectors, laboratory personnel, geotechnical staff, and transportation professionals responsible for soil sampling, testing, earthwork inspection, and quality assurance activities. Those seeking Training or Certification in the sampling and testing of Soils used in transportation construction.

    Purpose: To develop and verify the knowledge and competency required to classify, test, and evaluate soils and soil-aggregate mixtures in accordance with HCMT Soils Certification requirements and Oklahoma Department of Transportation (ODOT) specifications.

    Workplace Application: Perform soil classification and quality control testing, evaluate material suitability for construction, establish and verify compaction requirements, generate accurate and defensible test results, and support earthwork construction, quality assurance, and material acceptance decisions on transportation projects.

    Key Skills/Topics: Classification of soils and soil-aggregate mixtures; dry preparation of disturbed soil and soil-aggregate samples; soil gradation analysis; determination of material finer than the No. 200 (75 μm) sieve by washing; Atterberg limits including liquid limit, plastic limit, and plasticity index; in-place density and moisture content testing of soils; specific gravity and absorption of coarse aggregate; moisture-density relationship testing using the Standard Proctor method; sand equivalent testing; correction procedures for coarse particles in soil compaction testing; test calculations and result reporting. Certification activities are based on AASHTO T 85, R 58, T 88, T 89, T 90, T 99, T 180, T 224, T 272, T 310, M 145; ASTM D2487 and ASTM D1140; and related testing procedures.

  • Asphalt Mix Design Level I Training & Certification

    Audience: Certified asphalt laboratory technicians, QC personnel, inspectors, transportation professionals

    Purpose: Develop and demonstrate competency in asphalt mix design testing and evaluation

     

    Workplace Application: Quality control, quality assurance, and acceptance testing for transportation construction projects.

  • Asphalt Mix Design II Training & Certification

    Audience: Experienced asphalt laboratory technicians, QC personnel, and mix design professionals with prerequisite certifications

    Purpose: Develop competency in asphalt mix design development, evaluation, quality control, troubleshooting, and ODOT submission procedures

     

    Key Skills/Topics: Superpave volumetric principles, calculations, volumetric concepts, mix evaluation, troubleshooting, documentation, and submission requirements

    Workplace Application: Preparing, evaluating, and submitting asphalt mix designs for ODOT approval and supporting quality asphalt production on transportation projects.

  • Asphalt Construction Inspector Course

    This course provides the knowledge and field inspection skills necessary to monitor and document asphalt pavement construction activities in accordance with Oklahoma transportation specifications, policies, and accepted industry practices. Participants will learn asphalt mixture production, transportation, placement, compaction, quality control, quality assurance, and acceptance procedures. Emphasis is placed on inspector responsibilities, inspection documentation, density verification, surface characteristics, construction troubleshooting, and safety practices. Upon completion, participants will be able to evaluate asphalt paving operations, identify construction deficiencies, verify specification compliance, and effectively communicate findings to project personnel.   • Bridge Construction Inspector Course

    This course prepares inspectors to monitor and document bridge construction activities from foundation installation through final structural completion. Participants will gain an understanding of bridge components, construction sequencing, materials inspection, structural tolerances, and specification compliance. The course emphasizes quality assurance procedures, inspection documentation, safety considerations, and communication practices necessary for successful bridge construction oversight.   • Earthwork Inspector Course

  • Portland Cement Concrete Pavement Inspector Course

    This course provides the technical knowledge and field inspection skills required to oversee the construction of Portland cement concrete pavement projects. The course emphasizes inspector responsibilities, quality assurance procedures, troubleshooting, and documentation necessary to ensure durable and compliant pavement construction. Fees

Fees for training and certification modules were originally set by the Oklahoma Highway Construction Materials Technician Certification Board with the approval of the Oklahoma Legislature. In 2023 the Oklahoma DOT assumed responsibility for establishing fees.

Certification Module Procedures

Before enrolling, applicants should be proficient in the tests and procedures to be evaluated for certification.

Applicants will be required to demonstrate performance of the listed procedures without the aid of references (excluding those charts and forms provided by the Training Center as common reference materials) or evaluator assistance. On the open-book written examination, applicants must score a minimum of 70% on each procedure and an overall minimum score of 80% .
