Brain O'Neill, Ph.D.

Overview

Dr. Brian O'Neill is an Assistant Fire Chief and Executive Officer with the San Antonio Fire Department, bringing over 23 years of dedicated service and experience. Dr. O'Neill currently oversees the divisions of Firefighter Safety and Survivability, Community Risk Reduction, Special Projects, Planning, Analytics, Research, and Partnership Development. His responsibilities also extend to Emergency Management, Incident Support, Communications, and Technical Services.

 

A recognized leader in firefighter health and wellness, Dr. O'Neill chairs several committees on occupational cancer at the local, regional, and state levels, demonstrating his commitment to advancing firefighter health and safety. As a TORCHES Fellow with the Firefighter Cancer Initiative at the University of Miami's Sylvester Comprehensive Cancer Care Center, Dr. O'Neill engages in pioneering occupational cancer research, where his blend of practical experience and scholarly expertise drives innovative solutions to improve firefighter health and wellness. He also actively contributes to the Texas Commission on Fire Protection Health and Wellness Committee and serves on the Institutional Review Board (IRB) at Texas A&M-San Antonio.


Research

Dr. O'Neill holds a Ph.D. in Fire and Emergency Management Administration from Oklahoma State University, a Master of Public Administration, and a Bachelor of Science in Resource and Environmental Studies from Texas State University. As an educator, he serves as an Adjunct Faculty member at Embry-Riddle Aeronautical University and the University of Texas at San Antonio, combining academic rigor with field expertise in emergency services, occupational safety, and public administration courses. Dr. O'Neill's research interests include firefighter safety and health, fire service response strategies, interoperability, and the Incident Command System (ICS).
