Marion L. Williams, Ph.D. received his Bacheor’s Degree from Texas A&M (Aeronautical
Engineering) in 1956, his Master’s degree from the University of New Mexico (Mechanical
Engineering) in 1967, and his Doctorate (Industrial Engineering and Management) from
Oklahoma State University in 1971. He was a lieutenant in the US Air Force, working
as a weapons system engineer and Aerodynamicist at the Sandia Laboratory in Albuquerque,
NM; Operations Research Analyst, JCS Joint TaskForce II, Senior Scientist, SHAPE Technical
Center, The Hague, Netherlands; Chief Scientist and Technical Director (Senior Executive
Service), Air Force Operational Test and Evaluation Center, Kirtland AFB, NM; as well
as a Staff Research Member at the Institute for Defense Analysis. He was President
of the International Test and Evaluation Society; President of the Military Operations
Research Society; Dr. Williams was also awarded the Senior Executive Service Presidential
Rank Award and the Air Force Analyst Lifetime Achievement Award.
