- What are the general admission requirements for your graduate program?
Applicants should hold a bachelor's degree in a related field to the specialization of their choice, with a minimum of 3.0 GPA on a 4.0 scale.
- What is the average time to complete the degree?
It typically takes 2 years to complete a master's degree and 4-5 years to complete a Ph.D. degree beyond a master's degree.
- Does your program admit applicants with a GPA lower than 3.0 on a 4.0 scale?
Yes, our program sometimes considers applicants with a GPA slightly lower than 3.0, but with relevant, meaningful industry or research experience. It will be evaluated case by case.
- When is the application deadline? Can I still submit my application after the deadline?
The priority deadline for our Program is March 1 for Fall admission and August 1 for Spring admission. These deadlines allow the Graduate College and our Program sufficient time to process applications and admit students to their preferred semester.
Domestic Application Deadlines
For Graduate College processing, domestic applications must be complete and Program recommendations must be entered at least 30 days prior to the beginning of the semester of choice (i.e., Fall, Spring, or Summer). Applications completed after the deadline may be reviewed, but there is no guarantee.
International Application Deadlines
For Graduate College processing, international applications must be complete and Program recommendations must be entered no later than May 1st for Fall admission, October 1st for Spring admission, and February 1st for Summer admission. Applications completed after the deadline may be reviewed, but there is no guarantee. To request this exception, contact the program you are applying to with justification. Note that these deadlines, while normally sufficient, do not guarantee processing will be completed in time for admission to the semester of choice, especially given the delays that can occur in scheduling visa appointments in the various home countries. In cases where the semester of choice for admission cannot be achieved, applicants may request admission deferral.
- Can I apply for summer admission?
There is a limited course offering in the summer. If your prospective advisor recommends that you apply for summer admission, you may do so. Please consult with both the Graduate Program Coordinator and your prospective advisor before submitting your application.
- Can I apply to a direct PhD program with my BSc degree?
Our program does not have a direct bachelor’s degree to Ph.D. program. However, you can apply for the Ph.D. program with your BSc degree. Once you are admitted into the program, you will need to first complete your degree requirements for a master's degree. Then you can start your Ph.D. studies if your advisor would like to continue working with you.
- Can I apply to a graduate program in Civil or Environmental Engineering without a
BS or MS degree in Civil or Environmental Engineering?
Our graduate programs have six speciality areas: Construction Engineering and Management, Environmental Engineering, Geotechnical Engineering, Structural Engineering and Mechanics, Transportation Engineering, and Water Resources Engineering. We do consider applicants with a BS degree in a related field. Please check with the Graduate Program Coordinator and individual faculty members who might be aligned with your interests before applying.
Language & GRE Requirements
- Does your program accept the Duolingo English Test (DET) score?
Yes, our graduate program accepts to accept the Duolingo English Test (DET) for our international graduate applicants. You can see the Graduate College minimum score requirements and other details here: https://gradcollege.okstate.edu/application-process/
- Can I get waivers for TOEFL or IELTS scores?
To be considered for admission, international applicants are expected to submit evidence of English proficiency in the form of official scores of the Test of English as a Foreign Language (TOEFL), International English Language Testing System (IELTS), or PTE Academic examinations. A waiver of this requirement can be obtained for applicants who have completed a baccalaureate or graduate degree from an accredited institution of higher learning, at which English is the primary language of instruction and located in a country in which English is a recognized primary language. - What language proficiency tests does the OSU graduate program accept?
The minimum score requirements for admission without qualification from the Graduate College are listed below:
- TOEFL iBT: 79
- IELTS: 6.5
- DET: 115
- PTE: 53
English language tests remain valid for two years from the test date.
- Can I be admitted to the Program without meeting the minimum language proficiency
score requirements?
Applicants who present a TOEFL score of at least 61 iBT, but less than 79 iBT, an IELTS academic stream score of 6.0, or a DET score of 95, and who demonstrate unusual academic promise may be admitted to graduate study on conditional status upon petition to the Graduate College by the graduate program. Such applicants admitted with conditional status must successfully complete, prior to enrolling in graduate level courses, a minimum of 12 weeks of study at an intensive English program approved by the Oklahoma State Regents for Higher Education State Regents. At least two-thirds (eight weeks) of the 12 weeks must be instruction at an advanced level. You may contact the Graduate College at grad-i@okstate.edu for a list of approved intensive English programs.
- Can I use self-reported language scores for the application?
While self-reported scores are accepted for the initial review process, the official scores must be sent before final review for admission.
- How can I send my official language scores to OSU?
Official scores must be sent by the testing agency electronically to the graduate college:
- TOEFL: The ETS Institution code for OSU is 6546.
- IELTS: Request the test center to send the scores via e-delivery to the “Oklahoma State University – Graduate College – Stillwater Campus” account.
- My language of instruction is English. Can I get a waiver for language scores?
A waiver of this requirement can be obtained for applicants who have completed a baccalaureate or graduate degree from an accredited institution of higher learning, at which English is the primary language of instruction and located in a country in which English is a recognized primary language. Please check the list of OSU approved English Speaking countries.
- Is a GRE required for admission?
We do not require a GRE score for application review or admission. However, certain faculty members can ask you for a GRE score if they are considering you for a research assistantship or a teaching assistantship position
- Why have my official GRE/TOEFL scores not been transferred to the application portal
yet?
It often takes quite some time for the scores to be transferred. This transfer process is not controlled by OSU and the system can take anywhere between one day to two days, sometimes up to 30 days. The good news is that when we review your application, we do not require the official score. You can submit your self-reported scores and we will review based on that. This applies to TOEFL and IELTS. Our program does not require GRE scores for application review.
Once your application is reviewed and considered for admission, the Graduate College will require your official language score to make an official admission.
- Since the CIVE program does not require GRE scores, why can't I submit my application
without entering GRE scores?
Since other programs at OSU still require GRE scores for graduate admission, the application system has not been updated. You can enter something in the fields for GRE score as placeholders and submit your application. Although the system will show that you are missing GRE official scores, the Graduate Program Coordinator will be able to manually waive your GRE scores.
Transcripts
- What if my GPA is not on a 4.0 scale? Do I need to convert my GPA to a 4.0 scale?
No, you do not. The admission officers in the Graduate College will review the application and provide conversion guidance to the Program.
- Can I use my unofficial transcript for the initial application process?
Yes, you can use your unofficial transcript for the application. If you are admitted by the Graduate College based on an unofficial transcript, you must provide a copy of an official transcript in a sealed envelope to the Graduate College once you arrive on campus. You will not be able to register for class without submitting your official transcript.
- Is WES/NACES evaluation required for a degree obtained from a foreign institution?
No, WES/NACES evaluation is not required for your transcript. However, a certified English translation is required if the original transcript is not in English.
- Can I apply to your graduate program with a 4-year Higher National Diploma?
OSU graduate college will not accept a 4-year Higher National Diploma (HND) as equivalent to a 4-year US bachelor's degree. The applicant will need to obtain a postgraduate diploma before applying to our graduate program.
Financial Assistance & Tuition & Fees
- Can I get an application fee waiver because I cannot afford the application fee?
Our program does not have an application fee waiver. However, OSU has an application fee waiver policy: https://gradcollege.okstate.edu/application-process/application-fee-waiver.html, which is not need-based. Please check if you are eligible.
- Is it necessary to contact a professor before I submit my application to your Ph.D.
program?
A Ph.D. is a 4 or 5-year program with a significant time and financial commitment. We encourage Ph.D. applicants to contact individual professors who are aligned with their interests to explore interest alignment and funding opportunities. If an applicant cannot secure funding through assistantships or other sources, our program will typically reject the application, citing no room for additional Ph.D. students as the reason.
- Is it necessary to contact a professor before I submit my application to your M.S.
program?
If you are able to self-fund your M.S. studies, it is not necessary to contact a professor before submitting your application. If you want to be supported through assistantships, it is necessary to contact professors who are aligned with your interest to explore assistantship opportunities.
- Is funding available for master’s and Ph.D. students?
We have funding opportunities for master’s and PhD students in the form of research assistantships or teaching assistantships. We do NOT have a centralized funding mechanism in the School.
For a research assistantship position, all the decisions are made by the individual faculty members. If you have identified certain faculty members whose research matches your research Interests, please contact them. They may have their own process (such as an interview or writing assignment) to select the best candidate for a research assistantship.
Teaching assistantships are given to students to assist instructors in teaching. These are primarily decided by the instructors of the respective courses in coordination and consultation with the department chair or the school head.
If you are not able to fund yourself for master’s or PhD studies, you should contact individual faculty members to inquire about funding opportunities. Also, please be respectful of their time because they receive a lot of email inquiries everyday. Please give professors a certain amount of time before you expect a response back.
Some students, though not guaranteed, may be able to identify last-minute TA opportunities after arriving on campus. They may also find such opportunities through other schools or departments. These positions are always given to students who are already on campus.
- What is the percentage of the graduate students in your program getting assistantships?
Our program does not maintain such statistics. However, a significant portion of our graduate students are funded either through TAs or RAs. Assistantships are merit-based. It is highly competitive.
- Do I get a tuition waiver if I have a Graduate Assistantship?
Any graduate student who is funded as a 50% RA or a 50% TA. 50% is defined as 20 hours a week job responsibility. They get an automatic tuition waiver, and they are still required to pay some mandatory fees and some of the fees are calculated based on the number of enrolled credit hours.
- Do I have to apply separately for financial assistance?
No, you do not have to apply separately for financial assistance. However, in your application portal, when you are submitting the application, there is a check box that asks, “Do you want to be considered for financial assistance or not?” You should check Yes. Every applicant will automatically be considered for our available financial aid in the form of research assistantships or teaching assistantships. The faculty members look at the application pool as well as consider applicants who are already directly contacting them, and then we decide how those positions should be distributed.
- Other than Graduate Assistantships, is there any on-campus employment for international
students?
Yes, F-1 students are allowed to work on campus up to 20 hours per week. You can find on-campus job opportunities through the link: https://hr.okstate.edu/talent-development-recruitment/recruitment/careers.html
However, please do not expect an hourly on-campus job to cover your tuition expenses.
- How much financial support do I need to provide for the issuance of my I-20?
For initial admission recommendation, applicants are not required to submit proof of financial support.
However, Applicants are required to submit financial documentation that equals or exceeds one full year of expenses for the program of study they are interested in pursuing. Adjustments in the financial certification cannot be made based on a student’s individual circumstances. This estimate is based upon 9 semester hours each semester for graduate studies. An I-20 will not be issued until this information is provided.

- I cannot start my graduate studies in the semester of my choice due to various circumstances.
Can I postpone my admission?
Yes, you can submit a deferral request for a different semester through your application portal with an appropriate justification. Applicants are allowed to defer admission for up to one year. After that period, a new application and application fee will be required.
